Is it possible to prioritize local music in Live Feedback?

No, not in Live Feedback.
However, you can get local suggestions by using the Remixes tab in the sidelist, and changing it to "Recommendations to play next"
Then you can use it's menu to switch recommendations to "Local" results only.
PS: You can also use the Linked tracks facility.
It has the added benefit that it shows both: Linked tracks on top, and recommendations on bottom.
The recommendations follow the rule (Online/Local) that you set on the "recommendations" window.
