Which cloud solution is actually the best? My problem is that with One Drive and Icloud the synchronized titles are loaded into the cloud, but I can't set the Mac to have the titles permanently stored on the hard drive. Some locations in Germany do not offer guaranteed WiFi access.

There is a an iCloud setting called “Optimize Mac Storage”. If you disable that, then all files stored in iCloud Drive will be stored locally as well. I think this is what you are looking for.
