according to the help description on both of these options...the best settings for scratching is the current max of 4 and 30 respectively....and both of them 'requires fast cpu'...
what does happen if the cpu isnt fast enough?
dropouts? innaccurate scratch?

Sounds like you've answered the question. If you have a machine that meets the Recommend Requirements it should be fine (my machine is an M1 MacBook meeting the specs described and I run with those two set at highest quality with no issues).
