I cannot find it within the VDJ program Where can I get it?

in VirtualDJ Settings-->EXTENSIONS tab, select the Pads ->Main category and Search for BPM
After you install it, you will find the Pad page in the drop-downs of each Deck.

the stems don't work for me.

During the transition the VOCAL function activates the stems on both decks.
