I utilize Mediamonkey (www.mediamonkey.com) for my Music Management outside of Virtual DJ and have noticed that when I play a track in VirtualDJ, it updates my Mp3 rating if it has no rating to a "Bomb" symbol in Mediamonkey. Is this intended? It has caused some frustration on my end.

No, that's not intended and most likely it's a kind of bug on mediamonkey.
VirtualDj generally does NOT write info on the tags of your files unless you tell it to do so.
So: Either you have enabled the "WriteTagsAuto" settings, or you have used the tag editor to do changes from within VirtualDj.
If you have enabled the "WriteTagsAuto" option, VirtualDj still writes info on the tags only when you A) Analyse a track or B) Edit it's info via Tag Editor.
All files here show their correct rating among a large amount of different apps. So please check with other apps as well.
